Apple only drove just over 7,500 miles in 2019.

Back in 2016, it was reported that they were using virtual reality to test secretly. They had also hired Doug Bowman that year, many originally speculated he was hired for a VR headset.

Other Project Titan teams include a self-driving platform simulation group, according to one of the people familiar with the situation. Apple has developed simulators that use virtual reality to test the self-driving software without taking the system onto public roads. That team now includes VR expert Doug Bowman, another person said. He joined Apple in January, according to the Financial Times.

My speculation is they were also testing the simulation system when they were doing those miles in 2018. They probably feel confident they don't need that much real world testing now.
